Peer Review Process
All applications received through Island Prosperity Strategy Programs undergo a peer review process. The peer review committee is made up of professionals from the private and public sectors, academia, industry associations and government departments, agencies or crown corporations. On a go-forward basis, applicants will have an opportunity to suggest reviewers for this process. Each reviewer will be a designated as a primary, secondary, or reader reviewer on an application relevant to their background. The primary and secondary reviewers will utilize their score sheets in discussions during a review committee meeting to arrive at a consensus score. Reader reviewers are asked to be familiar and willing to discuss their review of the file in the event that there is a discrepancy in scoring. All projects are discussed and presented at a meeting of the peer review committee and those obtaining a determined consensus score are voted upon by the entire committee (plus or minus 10 points) to obtain voting scores. Submitted score sheets are utilized to calculate the average voting scores and determine project rank and allocation of funds. All peer reviewers are required to sign Non-Disclosure and Confidentiality agreements.
